The non toxic mascara aisle has a PFAS problem most shoppers do not know exists. So Fair Marrow audited the major clean-beauty mascaras against our four pillars: Materials, Ingredients, Manufacturing, Transparency. A 2021 Notre Dame study tested 231 cosmetics for fluorine, a PFAS marker, and found 47% of mascaras tested positive. Waterproof formulas were worse at 82%. How We Tested

Materials: the wax and film-former base. Plant waxes (carnauba, candelilla), beeswax, and iron oxide pigments pass. Carbon black (CI 77266) is classified as IARC Group 2B, possibly carcinogenic to humans, because lower-grade carbon black pigments can be contaminated with polycyclic aromatic hydrocarbons. So iron oxide pigments earn a higher score.
Ingredients: what is in the tube. PFAS, parabens, formaldehyde-releasing preservatives (diazolidinyl urea, imidazolidinyl urea), BHT, and synthetic fragrance disqualify a formula. Phenoxyethanol is allowed up to 1% per EU regulations, but we flag products that use it as the primary preservative.
Manufacturing: California’s AB 2771 banned PFAS in cosmetics effective January 2025, and EU REACH restrictions tighten further in October 2026. So formulation date matters. We checked the current INCI on each brand’s site, not the older listings on Sephora or Ulta.
Transparency: full INCI disclosure, response to PFAS questions, and any third-party verification. EWG Verified and National Eczema Association Approved both require ingredient documentation beyond what is on the tube.

What We Cut and Why
Dior Diorshow: scores 7 out of 10 (high hazard) on EWG Skin Deep. Contains synthetic fragrance (parfum) and BHT, which the EU restricts to 0.8% maximum in leave-on products. Parfum is a single declaration that can legally conceal dozens of chemicals near the tear ducts.
L’Oreal Voluminous Original: contains triethanolamine (TEA), which can form nitrosamines, classified as probable human carcinogens, during manufacturing if purity is not tightly controlled. The EU enforces strict TEA purity testing. The US does not.
CoverGirl Exhibitionist: contains BHT and propylparaben, an EU-restricted estrogen mimic. Notable because CoverGirl is owned by Coty, which also makes CoverGirl Lash Blast Cleantopia at the same $12 price point with a clean formula. The toxic version is a choice, not a constraint.
Maybelline Great Lash (the iconic pink-and-green tube): contains propylparaben and methylparaben. Reformulation has been incremental, but the current US INCI still includes both.
